Problem
Unable to upgrade to Backup Exec 21 when using local language SQL instances.

Cause
Backup Exec 21 uses SQL 2014 SP3 Express for Backup Exec database by default. However, Backup Exec 21 installer requests the installer for the local language SQL 2014 SP2 Express when local language SQL instances exist. (Figure 2) The installation for SQL 2014 SP2 Express fails because the same version and service pack is already installed.

Solution
A hotfix is now available for this issue in the current version(s) of the product(s) mentioned. Refer to the Hotfix link under Related Articles to obtain the hotfix needed to resolve the issue.
This issue is resolved in Backup Exec 21.4
Workaround:
1. Download local language SQL 2014 SP3 patch installer and SQL 2014 SP2 Express installer.
a) SQL 2014 SP3 patch installer
Download SQLServer2014SP3-KB4022619-x86-<LLL>.exe. Where <LLL> is a Language code.

b) SQL 2014 SP2 Express installer
Download SQLEXPR_x86_<LLL>.exe. Where <LLL> is a Language code.
Microsoft® SQL Server® 2014 Service Pack 2 (SP2) Express
2. Stop Backup Exec services
3. Execute SQL 2014 SP3 Express patch installer.
Make sure of BKUPEXEC instance is selected for the patch application.
4. Execute Backup Exec 21 installer
5. Specify the path of SQL 2014 SP2 Express installer in the Figure 2.
6. Continue the upgrade process by clicking Next.
